Tommy Alvis, CPA

Investment Advisor Representative, Elevated Performance Investment Group, LLC
With more than 20 years of experience in tax and client services, Tommy focuses on providing the best customer service experience possible coupled with top-level financial and tax guidance. His clients include individuals and families, business owners, and Fortune 50 corporations. He is well-versed in preparing and reviewing corporate and personal tax returns, developing and demonstrating income and loss allocation methods for partnership agreements, and preparing tax savings strategies.
As an Investment Advisor Representative, Tommy is focused on helping individuals and families work toward and implement their retirement goals through a well-thought-out financial strategy and consistent monitoring. As a CPA, Tommy loves that he never has to say to his clients, “Ask your CPA”. He believes effective tax planning is an essential component of the overall plan.
Tommy has passed the Series 65 securities exam and holds insurance licenses in Arizona, Michigan, North Carolina, South Carolina, and Virginia. He has a Bachelor of Science in Accounting and Computer Science from Bob Jones University. He is a Certified Public Accountant (CPA), licensed in the state of North Carolina.
Tommy and his wife, Ashley, have five boys: Jack, Peter, Henry, Edward, and William. Away from the office, Tommy enjoys spending time with his family and playing golf. He understands the importance of giving back to his community and serves as the music director at his church in South Charlotte.
Herbert Ooi, CPA
Herbert started his tax career with Ernst & Young and brings over 20 years of professional tax experience working with highly regarded professional service firms. His expertise focuses on U.S. federal taxation (C Corp, S Corp, partnership, individual). His experience includes income tax provision, tax compliance, tax accounting method analysis, jurisdictional tax controversy resolution, tax planning/advisory, and transactional due diligence. Herbert’s industry portfolio includes restaurant, technology, retail, and manufacturing. In the past several years, Herbert has also provided personal finance courses to individuals including the basics of money management, budgeting, saving, debt, investing, giving, and more. Herbert is a licensed CPA in the State of Georgia and an active member of the American Institute of Certified Public Accountants. He holds a Bachelor’s in Accounting and a Master of Accounting from Georgia Southern University.
Herbert loves saving money, budgeting, and investing, and is a huge believer in giving back. Being raised in single family home by his mother, and growing up poor financially, he learned from an early age about personal finance, which affects marriage, sense of security, and standard of living. He finds joy in helping others who have the will to better their life financially.
Victor Mateo, CPA
Victor is a U.S. Marine Corps veteran with tours to both Iraq and Afghanistan, and he brings that same dedication, discipline, and commitment to service into his work with clients. With over eight years of experience in accounting and finance — including seven as a licensed CPA in the state of California — Victor is passionate about helping individuals and small business owners gain confidence in their financial future through thoughtful tax and financial planning strategies.
Victor began his career with Deloitte as a financial statement auditor before moving to Viasat, where he specialized in corporate accounting, government contract compliance, and financial planning and analysis. In August 2025, he joined Elevated Financial & Tax, where his focus is on delivering clear, practical solutions to clients. He works with families and business owners on tax preparation, proactive tax planning, and long-term financial strategies, tailoring his approach to each client’s goals. His expertise spans individual taxation, small business accounting, audit, corporate finance, and strategic financial planning.
Victor holds a Bachelor of Science in Accounting from California State University, San Marcos, and is fluent in both English and Spanish. He enjoys helping families and businesses understand their finances with clarity and confidence. He believes that effective tax planning and financial guidance should be accessible, easy to understand, and centered on helping clients thrive.
Victor and his wife, Theresa, live in South Charlotte NC with their two daughters, Isabella and Sophia. In his free time, he enjoys traveling, woodworking, playing golf, and most of all, spending time with family. He also serves his church community as a Media/Graphics Specialist and Operator.
Mandy Plummer Operations Manager
Mandy has over 25 years of experience in business administration, client service, and relationship management for corporate and individual tax consulting practices and financial services firms. Mandy earned her Bachelor of Arts in Anthropology from the University of North Carolina Wilmington, and is a notary public in Mecklenburg County, North Carolina. She joined Elevated Financial & Tax in 2017.
Outside of the office, Mandy is an active member of community organizations. She enjoys spending time with her family, hiking, traveling, reading, and cheering on the Carolina Panthers.
Ceu Ling ("Ling") Tax Associate
Ling is from Myanmar (Burma) and joined Elevated Financial & Tax, LLC in January 2023. He speaks 3 different languages: Burmese, his native language Hakha Chin, and English. He brings experience in preparing tax returns for small businesses and individuals. Ling has a Bachelor of Science in Accounting from The University of North Carolina Charlotte. He enjoys helping clients solve their tax problems.
Ling and his wife Bawi have two sons, Daniel and Van. Ling’s hobbies include playing soccer, hunting, fishing, and spending time with family and the Burmese Community.
Jason O’Brien, MBA Tax Associate
Jason has 10 years of systems analysis and design experience in the financial services and healthcare industries and spent 15 years working in transportation and logistics. He has a Master of Business Administration from the University of Missouri - Columbia and graduated from the accounting program at Central Piedmont Community College in 2024, joining our team in January 2025. Jason’s career goal is to become a registered CPA and practice in tax and financial planning.
In his time outside of the office, Jason enjoys road cycling, reading, improving his French and Spanish skills, tackling new home-improvement projects, and participating in volunteer work within his community in Charlotte.
Kimberly Gonzalez Administrative Assistant
Kimberly joined Elevated Financial & Tax in September 2025 after relocating to North Carolina to be closer to family. She brings twelve years of diverse experience from her time with a transportation company in New York.
A proud mother of three, Kimberly treasures time spent with her large extended family, whether taking walks together or browsing local shops. She's passionate about cooking for loved ones, with Puerto Rican pasteles being her specialty—despite the all-day commitment they require!
Kimberly earned her certificate in Medical Billing and Coding from Sanford-Brown Institute in 2012.
Sheri Smoak Bookkeeper
Sheri joined Elevated Financial & Tax, LLC in September 2024. She has more than 25 years experience in Cash Management, Corporate Banking Operations, Bookkeeping, and Software Development Support.
Sheri is QuickBooks certified, and in 2019 she and her husband Charles opened their first small business. Their daughter Sarah and her husband Brandon recently gave birth to their first grandson, Joshua.
Sheri enjoys spending time with family and friends, serving in her local church and community, and finding any chance to travel. She has been fortunate to have visited over 16 countries around the world for business and opportunities through church and a local mission organization to help those in need.
Isabella Mateo Administrative Assistant
Isabella is the most recent member of our team joining Elevated Financial & Tax in December 2025. With four years of experience in hospitality and customer service, she is detail-oriented, outgoing, and highly professional, ensuring a seamless scheduling process and a positive client experience from the moment guests walk through the door. Isabella is currently pursuing her bachelor's degree in psychology with a goal of becoming a therapist. She brings a thoughtful, people-centered approach to her role.
Outside of the office, Isabella enjoys going to the gym, reading, spending time with friends and family, and going to the beach - given she was born and raised in San Diego California!
